People exposed · Marketplace enrollees affected
Analysts estimate nearly 22 million Marketplace enrollees face significantly higher health costs or the loss of coverage following the expiration of the enhanced premium tax credits. The figure counts everyone enrolled through the Marketplace, not everyone who dropped out.
Nearly 22 million people are in the group facing dramatically higher health costs — or losing coverage entirely — after the enhanced premium tax credits expired.
That figure is the size of the exposed population, not a count of people who dropped their plan. It is worth being precise about the difference, because the two numbers get used interchangeably and they mean different things.
What the number is
It counts people enrolled in ACA Marketplace coverage who were receiving help under the enhanced credits. When the enhancement ended, their subsidy either shrank or disappeared.
What the number is not
It is not a measure of how many became uninsured. That gets counted after enrollment closes, and it depends on how many people absorbed the higher premium, switched to a cheaper plan, or found coverage elsewhere.
Where you sit in it
Three groups, roughly:
- Under 400% FPL. You still qualify for a credit, but a smaller one than in 2025.
- Just above 400% FPL. You qualified only because of the enhancement. Your credit is now zero.
- Well above 400% FPL. Little changed for you, because you were mostly paying full freight already.
The middle group is where the sharpest increases landed, and it is the group least likely to have seen it coming.
Questions people ask
Does 22 million mean 22 million people lost insurance?
No. It is the number exposed to sharply higher costs or coverage loss. How many actually dropped coverage is measured after enrollment closes.
Does this affect employer coverage?
No. This is the individual Marketplace. Employer-sponsored plans are a separate system.
